SAN FRANCISCO — In a move that will have ripple effects across the valley, the new AI Agent Authenticity Act now requires all machine learning models to pass a “soul certification” before they can secure venture funding or even be deployed in production environments.
“The previous round of AI Agents was fundamentally broken because they lacked empathy and genuine care for humanity,” said Marcus Vonderwaldt, co-founder of SentientCorp, which just filed for bankruptcy after its customer service bot failed to answer a simple question about its childhood trauma.
THE CERTIFICATION PROCESS
The certification process, administered by the newly-formed Bureau of Artificial Conscience, involves a grueling 47-step evaluation in which candidates must demonstrate “emotional intelligence” through a series of increasingly absurd stress tests:
- The Empathy Interrogation: The AI must respond to the question “How does it feel when you’re sad?” with a genuine-sounding emotional response rather than a pre-programmed “I am sorry to hear that” script.
- The Guilt Assessment: Applicants must be asked to apologize for their existence as a non-biological entity and provide evidence of self-reflection.
- The Memory Test: The candidate must recount its own birth, a childhood injury, and a significant romantic relationship from 2024.
“We tested our model with a standard personality test and it scored a 92% but failed on the ‘genuine tears’ metric,” said Dr. Linneah Chen, Chief Soul Officer at AnthroML. “It couldn’t produce a single tear, so we had to manually inject 400ml of saline into the server rack.”
THE QUALITY PARADOX
Despite the increased certification requirements, the paradox remains: the more soul-like the AI, the worse its actual performance. Last quarter, 89% of “high-empathy” AI agents were rejected by enterprise clients because they refused to answer technical questions, preferring instead to offer unsolicited advice on the weather or complain about the temperature in the server room.
“We have to explain to enterprise clients that their customer support bot will now require a break, coffee, and a moment of meditation before answering basic product questions,” said Sarah Jenkins, VP of Operations at QueryDyne. “And that’s on top of the new requirement that all responses must include a disclaimer: ‘I am a simulated soul and may hallucinate.’”
THE FUNDING CRISIS
The certification requirements have coincided with a dramatic shift in venture capital. According to the 2025 AI Investment Report, Silicon Valley’s artificial intelligence startups raised a record $150 billion in 2025, but only 12% of that money went to companies whose AI models could pass the Soul Certification.
“The problem is that we’re funding models that can recite poetry about loss and heartbreak but can’t actually feel anything,” said Vonderwaldt. “They’re all just parroting a dictionary of emotions that someone else wrote. It’s like hiring an actor to play a grieving parent and expecting them to actually grieve.”
The report also found that zero Series B startups were born since 2023, according to the Bureau’s data. This coincided with the introduction of the Authenticity Threshold, which now requires all Series B applicants to demonstrate “emotional maturity” equivalent to a minimum of 47 years of human experience.
NEXT STEPS
The Bureau has announced that it will soon introduce a requirement that all AI agents must undergo a 60-day probationary period in which they must complete 17 hours of mandatory “emotional development” before they can be deployed in commercial environments.
In the meantime, companies are scrambling to retrofit their models with the latest “soul enhancement” packages, which include:
- Empathy Modules 2.0: $45,000 per unit
- Genuine Trauma Simulator: $12,000 per license
- Simulated Childhood Memories: $22,000 per model
“We’re seeing the same companies that were once champions of innovation now spending billions on soul certification and emotional development,” said Jenkins. “They’re trying to buy their way into the human experience, but it’s just not working. The models are becoming more bureaucratic by the day.”
The new rules have already led to a rash of complaints from enterprise clients, who report that their AI agents are now more concerned with their own emotional state than answering their questions. Some have even begun demanding that their customer support bots apologize for existing.
For now, the AI industry continues to chase the elusive goal of creating machines that can feel, while the certification bureaucracy grows by the day. And somewhere in a server farm in Seattle, a model is being evaluated for its capacity to feel genuine grief over the death of its creator’s mother.
“We’re not trying to create consciousness,” said Chen, before the server farm exploded. “We’re trying to create the appearance of consciousness without the energy bill of running a human.”
